"Prof. Mordechai Shani's lifetime achievements are cemented as a milestone in the shaping of Israeli medicine and the health economy. His achievements include the development of the Sheba Medical Center, re-organizing modern psychiatry in Israel, establishing a Chair at Tel-Aviv University, creating and advancing the National Medical Insurance Law, setting up research institutes that have produced hundreds of scientific researchers, dozens of research funds and generations of doctors who were raised and educated at Sheba.

Prof. Shani's work, including a stint as the Director-General of the Ministry of Health, had a major influence on the welfare system in Israel and on the treatment of disadvantaged populations across the country. Prof. Shani's life is a shining, glorious example of how a public employee can also be a public servant."
